ENTRY REQUIREMENTS

REGISTRATION

The registration fee is AU$200 per Entrant and payment is via our online platform: here.

‘Entrant’ is to be understood as the generic name given to a full team registering to this competition, including the registered architect(s) and consultants. The Entrant must be registered to the competition to submit their proposal. The deadline for registration is the 20th of September 2022 by 10am (AEST).

The purpose of registration is 

  • to ensure that the team proposing to enter the Competition is eligible 

  • to allocate a registration number to each Entrant.

Where the Professional Adviser deems that a prospective Entrant is not eligible to enter, the Professional Adviser will advise the prospective Entrant of the actions required, if any, to achieve eligibility.

Registration fees will not be reimbursed.

DELIVERABLES

Submissions shall comprise two types of document that will address this Competition requirements, that include an Expression of Interest and the Concept Design. Specifically,

 

Expression of Interest: Deliverables for this section shall comprise one A4 pdf document of no more than 20 single sided pages (min 11 point text), including 

  • Proposed team/ Capacity: the name of the individual and their business contact details representative of the entity expressing interest; the names of any other individuals or entities that will comprise the team preparing the entry (including relevant consultants such as structural, civil, hydraulic, mechanical and electrical engineers, etc.). This document should demonstrate the Technical Capability and Capacity of the Entrant;

  • Capability & Experience: the relevant capabilities of the proponent team regarding this building type/size/location, procurement experience, strategies to keep the project on budget and design credentials (please specify year of delivery, their construction cost and why they are relevant to this application); 

  • Proposal Outline: an outline describing the design strategies, philosophies and approaches used to generate the proposed concept (600 words maximum)

  • Strategies: an explanation setting out how the proposed concept meets the technical, functional and budget requirements of the Program; as well as the proposed design process if commissioned

  • the Entrant Declaration Form, fully completed and executed (refer Appendix A)

 

Concept Design: Deliverables shall comprise two single sided A1 pdf (min 11 point text), showing site arrangement, building configuration and design concept utilising diagrams, plans, sections, elevations (all at linear scale), perspectives and a palette of materials and plants.

 

Submission requirements 

Entries will not be anonymous, and may include identifying marks, images or words on the EOI document but preferably not in the A1 sheets.

Each entry must be submitted only in digital form by the 22nd of September 2022, 10am (AEST) at the latest by email to omoacompetition@gmail.com.

Digital entry submissions must not exceed 50Mb in total.

 

No presentation to Jury 

Entrants will have no opportunity to present their submissions to the Jury.

The documents submitted in accordance with the above-mentioned represent the entirety of material that will be available for consideration by the Jury.

EVALUATION CRITERIA

Entries will be evaluated by the Jury on the basis of the following weighted criteria

1-Design Response (60%)

taking account of ‘exemplar building’, ‘innovative design’, ‘agile design’ and ‘resilient ageing’, as set out in the program

2-Capacity (10%)

3-Capability and Experience (30%)

Prizes

Subject to the provisions of ‘Jury obligations’ , the following prizes will be awarded:

  • First Prize:        AU$ 40,000

  • Second Prize:  AU$ 20,000

  • Third Prize:      AU$ 10,000

 POST-COMPETITION ENGAGEMENT

 

 Client to commission the winner

The Client will engage the author of the winning design as the architect for the Project.

Where the author of the winning design cannot demonstrate that they have the capacity, resources or capability to act as the architect for the Project, they will be engaged to undertake the commission in association with another architect who is acceptable to both the winner and the Client.

 

Form of contract

The form of Conditions of Engagement for the architect for the Project will be preferably the current version of the standard Architect and Client Agreement published by the Australian Institute of Architects but may vary to reach a contract that is acceptable to both the winner and the Client.

 

Professional fees under the contract

Fees for architectural services for the Project (Design Development and Construction Documentation) are set at AU$ 320,000 (including subconsultants).

 

Other matters relating to Post-Competition Engagement

It is expected that the contract be signed within 30 days of announcing the winner.

As a Commonwealth funding for this project, there are liabilities regarding the following timeline:

31 December 2022 Statutory Approvals Obtained, Final Costs Confirmed, Final Design Completed

30th April 2023 Construction Commenced

31 August 2023 Demonstrated Progress to the satisfaction of Government Department

31 December 2023 Construction complete and all approvals in place for public access

It is expected that the commissioned team will respect this timeline.
